Research Question

What are the current preparedness activities being engaged in (between July 1, 2009 through July 1, 2012), using what funding, matching which Emergency Support Functions #8 (ESF8) Capabilities, by Tier 2 and Tier 3 type of Health Care Entities with defined or potential disaster missions under the ESF8 category as detailed in the Colorado Emergency Operations Plan ESF8 Annex?

This CHIP Assessment Subproject was undertaken in support of the Navigating Complex Change: Creating Continuity In Healthcare Emergency Response And Recovery event. The assessment was done by surveying Tier 2 and Tier 3 healthcare sector entities in Colorado with statutory and mission-based disaster response deliverables to meet the following objectives:

  • Identify current response preparedness projects and corresponding funding streams.
  • Compare levels of ICS integration and core capabilities across sectors.
  • Identify possible directions for collaboration, as well as next steps.
  • Introduction
  • In spite of recent efforts, disaster preparedness, response, and recovery strategies remain a disparate patchwork of efforts in many areas of the country. In Colorado, the lack of coordination between sectors has led to inefficiencies in planning, coordination and the use of resources in disaster management efforts. Tier 2 to Tier 3 sector integration for healthcare response is essential for creating an effective response system within the state.
  • The CHIP Assessment Subproject was undertaken in support of the NAVIGATING COMPLEX CHANGE: Creating Continuity In Healthcare Emergency Response and Recovery event. The assessment was conducted by surveying Tier 2 and Tier 3 healthcare sector entities in Colorado with statutory and mission-based disaster response deliverables to create an inventory meeting the following objectives:
  • Identify current response preparedness projects and corresponding funding streams;
  • Compare levels of ICS integration and core capabilities across sectors; and
  • Identify possible directions for collaboration, as well as next steps. 
  • The survey asked participants to report on the current preparedness activities being engaged in (between July 1, 2009 through July 1, 2012), using what funding, matching which Emergency Support Functions #8 (ESF8) Capabilities, by Tier 2 and Tier 3 type of Health Care Entities with defined or potential disaster missions under the ESF8 category as detailed in the Colorado Emergency Operations Plan ESF8 Annex.
